Default eBay...

Now I've been wondering this for awhile, is there really any way for ebay to ensure that you don't get ripped off. For example: if you buy something and don't receive it is there anything you can do other than bitch and moan about it?

Yes.
Escalate it through paypal.
Some jackass ripped me off for 519 bucks and from his feedback section it seems he's on a streak of it.

Yes, Paypal can do something. You report your problem with them and they make a decision (pretty much always in favor of the buyer unless tracking can prove delivery) and take your money from the seller. If they are unable to get the funds, you get up to $165 back from their insurance.

Pretty decent for buyers, but as a seller, I won't use Paypal anymore. A guy tried to rip me off on an iPod I sold him, claiming it didn't show up. I shipped it out, and his feedback proved it was a common thing for him to report things missing through Paypal, but they wouldn't listen to me at all. I had to close all accounts associated with Paypal.
