Both. The Big Brother is stll undefeated at Wrestlemania (THE GREATEST STAGE OF ALL). He has made all his opponent look weak. He induces fear in any top class wrestler.

How long he has been around.

The Streak.

His gimmick.

And anyone who beats him, clearly or nearly usually always goes on to be a very significant part of the company and a future legend themselves.

A combination of many criterias.

1) His in ring skills.

Ok, he might not be Bret Hart, or Chris Benoit, or Kurt Angle who were 3 of the best technicals of all time, but he has a very unique moveset, he is a great executioner, and you never see a giant like him to make a suicide dive from inside of the ring to the outside. He has 2-3 of the best finishers(Tombstone Piledriver, Last Ride, Hell's Gates) and he always keeps improving himself even at the age he is right now.

2) His gimmick.

In my eyes, The Deadman is the most legendary gimmick of all sports entertainment. It has become a trademark for the WWE, it is something that always giving chills to the fans. The crowd is pretentious towards wrestlers' promos and mic skills. The Undertaker's gimmick requires less time on the microphone and yet everyone loves him even if he just has to say Rest In peace! He is good on the mic though, he has proven that as The American Bad@ss too.

3) Loyalty Contribution to the company.

He never even thought to leave from the company that gave him the opportunity to become such a legend, while others left for various reasons. He has helped this company and he still does, for over two decades.

4) His backstage attitude attitude towards the fans.

I have never heard one single complaint from another wrestler about The Undertaker. I am sure that everyone has heard complaints about Triple H, Batista, Hogan back in the day, Ultimate Warrior and lots of others, but Taker is a symbol to everyone, with his work ethic, with his help to others and generally with his -non-selfish- attitude. He could have been selfish and noone would have told him anything cause he is such a legend for the company, but the fact that he is a good person too inspires a lot of young wrestlers.

5) His career in the WWE, which goes so many years back, in 1990, and it includes:

~Amazing feuds against almost everyone that has passed through the WWE roster

~Many championships that he deserved

~Innovator of so many gimmick matches such as the Buried Alive, Casket, Boiler Room Brawl. He has also being the first wrestler to compete in matches like Hell in a Cell(who can forget the match against Mankind?), Inferno match and more.

~His wrestlemania streak. After all, what you basically see read in promos during Wrestlemania, is the wrestlers themselves stating how important this night is to professional wrestling, how they want to go out and compete on the grandest stage of them all and how bad the want to win. Sometimes they win, some others, they lose. The Undertaker is always winning so far, and of course i know wrestling is scripted, but making him win all the time, shows that the company believes that Taker is one of the most legendary wrestlers of all time.

Among lots of others. The Undertaker is my favorite wrestler, but i don't consider him the best wrestler the world has ever seen, there have been a few others, surely. He is one of the best though, and as far as respect that makes him legendary goes...he might be the most legendary one.
