a cage match has not top and the first person out wins, a hell in the cell is just a brutal beat down inside a chain-link box until one person pins the other

steel cage is an open cage and the goal is to get out of it and hell in a cell is a closed cage that has some space outside the ring and the goal is to sub or pin.

hell in a cell has a roof and is inclosed.

in most steel cage matches you usually have to escape to win. unless a stipulation for pinfalls and submission are in place. in most steel cage matches they are not.

hell in a cell is won by pinfall or sumission. not by escaping it.

Steele Cage match: In a steele cage you can't go to the outside of the ring and fight. You are stuck in the ring. The rules are you can win by pin, submission, escape the cage through the top or the door. There is no top.

Hell in a Cell: You can go outside the ring and fight. There is a top to the cell. You win by pin or submission. You can fight with weapons from under the ring and go to the outside of the cage and the match will continue.

Similarities:Neither have rules. They are no DQ matches. They both are made of the same material (steele and they both are like a fence in a way)

A Steel Cage match originally you just had to be the first one out with both feet touching the floor not you can either win by escaping the cage,pin-fall or submission and unless someone tossed a weapon into the ring it's more or less a normal match

whereas

Hell in a Cell the cage surrounds the ring which surrounds the ring but also giving room to leave the ring and fight on the outside it also allows you to use anything and everything that maybe under the ring and can only be won by pin-fall or submission and more often then not leaves someone a bloody mess and being carried out on a stretcher
