Last time i checked, neither were champions, so why are they even in the card?

You're right, night of champions have always had matches where a title is defended from Vengeance: Night of Champions 2007 till Night of Champions 2009, why would they do something like that now ?

That's just stupid.

With the diva unification match, they don't have enough champions to fill the card. They could do 6 title matches at the most and 6 matches is too few unless they have one or two go long.

The theme of Night of Champions is that every title is defended, not necessarily that every match is a title match (though this has been the case in the past). It was even noted when the Big Show vs CM Punk match was announced that it will be the first non-title match in Night of Champions history. With there only being one tag title, the WWECW title being no more, and the Women's Divas titles to unified, there was need to fill the extra time as there will only be 4 (US, IC WWE, WHC) other title matches. WWE cannot have a pay per view with just 6 matches as neither the tag title or women's matches will be more than five minutes. If each lasted four minutes that still leaves 2 hours 52 minutes of time to fill and 4 matches cannot do it. The main events will last approximately 20 minutes each. That leaves 2 hours and 12 minutes. 10 minutes each for the US and IC title matches will drop that number to 1 hour and 52 minutes. That's nearly 2 hours of PPV time left to fill. The only way to do it is with non title matches, backstage interviews, plugs for Bragging Rights (this is the next PPV), and possibly an in ring promo.
