Wow I've always wondered that. I have no idea, they never really got to do that storyline the way they wanted after Benoit's death.(R.I.P.) It seems they have bad timing in some storylines, if I remember correctly when Eddie died (R.I.P.) that was when Chavo was doing the I want to be American not Mexican thing. But for your question I think it would've been HHH.

If I remember correctly he was having issues with DX at that time. So in story I think it may have been them.

Since it was was a WWWF/WWF/WWE storyline, they Booking Team was responsible for the explosion. It was in the script. This is Sports Entertainment, remember?

He said that he set the whole thing up himself to see if anyone would really miss him if he died. He announced this on Raw in 2007 when talking to Stephanie

I remember that storyline and I've heard of the idea they wanted to use. Believe it or not, it was............................................... .............Carlito!!!!

Seriously. Not making this up. This was the set up. Carlito had a mini-feud with Teddy Long at the time. Carlito though he was a bad GM so he wanted to get Teddy Long out of the picture. Originally, writers planned to have Teddy Long get accused for the explosion, as Long's motive could had been to take total control of Smackdown, as Vince, at the time was all needy and needed to take control to make the fans love him. Then he was depress, decided to go home, and BOOOM!!! At the time, Stephanie, Linda, and Shane were all suspect because of their promos of how if Vince died, they would inherit the money and company. Paul London was another suspect because of the weird smile that night. And pretty much all of Vince's enemies, such as HHH. I'll stop there because he has a lot of enemies. But then, there was Teddy Long, whose motive could had been to kill off Vince so Vince could never get in his territory on Smackdown. Like I said, Vince came to Smackdown, took over, and whined to the crowd. Remember, the night of the explosion involved the roster of both Smackdown and Raw. So both brands were open to it. However, in the end, WWE planned to have Vince reveal that it wasn't Teddy Long, but Carlito trying to frame Long. Of course, this was just a rumor as the storyline stopped due to the incident, but Carlito was the ideal guy for the writers.

I think the story for this all along was for Vince to reveal to the world that he rigged the Limo Explosion himself, to see if people really did care for him, that he faked his own death to see if people really did care about him, but it just wasn't executed the way Vince wanted to do it, because of the Beniot thing!
