Why didn't Goldberg and Brock Lesnar get in the original 2004 WWE SmackDown! vs RAW?

Clearly in a CPU controlled match nobody could take those two down!

I don't know, I really wanted to see both of them in the game but I guess that didn't happen, They both were the beasts of the WWE back in the day !

Because it was known before the game came out, that they wouldn't be with the company much longer.

I was surprised to not have seen them in it...and definitely pissed off.

Had my eyes set on playing with Brock Lesnar after using him to dominate in Here comes the Pain.

Well it was actually SD vs Raw 2005, but it came out in 2004. I dont know why i think it was because they were both gone at the beginning of 2004 and the game was just being developed and not even in the process of adding stars yet. Lesnar finished at Wrestlemania 20 and Goldberg left a few months later

To the comment above, it was actually SmackDown! vs Raw. Simple, it came out in November and Lesnar and Goldberg were gone since April, why would you expect them to be in the game if they were gone for that long, of course they were never going to be in it.
