I know wwe is scripted, but how do they decide who wins? Flip a coin, or vote on it?

if the storyline goes with the person to lose the match then that is what going to happen

In matches with scripted outcomes, (which is a good 90% of them), they decide who wins and who loses by what the storyline calls for or what they think would be best for the fans and the company. For example, Rey Mysterio won the World Heavyweight Championship last night at Fatal Four Way. It is being reported that the reason it was given to him is because WWE Management thought Swagger was not a good champion. They knew that Rey takes much pride in being Champ, so they gave it to him, hoping he'd be a better champ than Swagger. Also, when the Undertaker got injured, WWE told Rey he couldn't take the month long vacation that was planned for him, and the title was probably a way of saying, sorry about that. That example related to backstage business, though. Here's one that relates to storyline. During late 2008, early 2009, JBL owned Shawn Michaels likeness. JBL was in a match, (I can't remember his opponent), and the winner qualified for the Royal Rumble. Shawn came out and slapped JBL. At first, JBL was pissed, but than the announcer said he won by outside interference. Ya' see, he was scripted to win this match so he could qualify for the Rumble. So, to answer your question, wins and loses are decided to feed storyline or for backstage reasons.
