IMHO It's Paul Heyman. The guy could sell a comic book to a blind man and could get wrestlers properly placed as heel or face and have the fans go a long with it.

Vince McMahon is a Business man who would rip off ideas from wrestling companies, and then run those same companies in to the ground. I like Jim Cornette, too.

-Paul Heyman

He knew the business. He said on the Rise Fall of ECW DVD that he was lucky that his Dad was a lawyer because they were sued so many times and that is what made him so amazing as a promoter. Instead of hiring an entire team of Storyline Writers. He gave the wrestlers free passes. Instead of hiring shop guys to help ship the clothes and merchandise, the wrestlers did it themselves. He had the shows and pay per views planned weeks in advance. He made Superstars and he destroyed Superstars and that is what made him so great.
