Default WWE's Policy on weed?

I know that WWE fired Brian Kendrick to make a point that they weren't putting up with Weed anymore.... So what changed about the policy?

They just made the fine for weed much heftier. I don't think that that was entirely the reason that Kendrick was let go. He also allegedly had a poor attitude backstage and he was expendable once he went to Raw and got buried.
