Around the Attitude era when we started seeing more heel like faces it became cool to be bad and that hasn't stopped.

I think it started with Stone Cold. He was a major heel but the fans loved his attitude. It was the day he defeated Jake Roberts and he first said the famous phrase Austin 3:16 says he just whipped your a$$!

When the wrestling world was introduced to the NWO in the summer of 1996, in WCW. It actually became cool to like heels because they were cocky, cool, badasses, that you couldn't help but like and cheer.

Bad News Brown I think was cheered by a few people as a heel in Stampede Wrestling in the late 80's.

The official time would be the early 90's in ECW. Paul Heyman was creating more realistic characters that weren't really face or heel and putting them in storylines that were more relevant to the fans' lives, rather than the clear-cut good vs evil (and often-times cartoony) storylines that had been the norm up to then. Heels such as Sabu and Raven were becoming cheered for their in-ring skills and more believable characters. This later spread to WCW with the nWo and to the WWF with DX.

But you can go back to the 80's to find the first really popular heel, Ric Flair. He was actually cheered in some of the feuds he had, over the faces he was battling.

And you can go back to around 1981 or so in the WWWF. Bob Backlund, pretty much the ultimate bland babyface, was grating on the fans. He had been WWWF Champ for seemingly 50 years (actually 5) and they were just getting sick of him. A very charismatic and entertaining new heel came into the WWWF and the fans sided with HIM. Superstar Billy Graham got the cheers and Backlund got the boos and the name-calling (Howdy Dowdy, named after the puppet from the TV show).

About 1994. WWE took a major step in making HEEL's popular and billing them to win matches, and tweeners (a mixture of both) became more popular in that year. Every year before that it was lame to like the bad guy. You'd be shunned, boo'd and embarressed for speaking what you thought. Now it's popular and alot of pure faces (like Cena) are unliked due to the fact they are only a face or they are a lame childish face.

In 1998 people converted to Heel's over Face's more than any other year, but I think it all mainly started in 94.
