I'll put it to you this way:
The WWE opened up their own network.
If you get a massive amount of people that support the WWE Network, then WWE can afford to go TV14.
For now, the WWE Network is new and in an experimental stage, which means that WWE is still very dependent on Cable providers, which means that WWE must play by the provider rules.

right now WWE is 'shopping' for a new TV Deal... although NBCU still has the option of meeting the price
and really I wish people would stop asking about this...
the Ratings came into being During the Attitude Era, and while much of the product was 'envelope Pushing' the TV 14 rating was something WWE CHOSE To apply to the product, not some thing that was determined by what that product actually contained... WWE could change NOTHING and apply the 'TV 14 Tab tomorrow and Guess what 90% of of the fanboys would be so excited to see that little box in the corner they wouldn't notice that Nothing actually changed...
so why pick a fight with the 'moral Guardians' when they know each and every whiner will tune in no matter what hoping 'This will be the day I see a bra and panties match again"
