It was a rivalry but it never seemed like the were mainly focused on each other. In 97 during their build up to their match in Cold Day in Hell/Taker's Revenge, Austin's main focus was on the Hart foundation. When they went at it in 98, Vince (obviously) had Austin's main attention even though the stuff they did with the bloodmobile and all that was good but still. Same thing in 99, when Taker was in the ministry. It was mainly about Vince and Austin. In 2001, that had a nice little back and forth.

But overall while I wouldn't put it in one of the greatest rivalries, it did think it was a nice rivalry and I did enjoy a lot of the stuff that they did. The only thing was that it just seemed like there was always a distraction going on around them
