Is it always a smart idea when wrestling Feds merge together to form one promotion?

Something along the lines if when Georgia Championship Wrestling and I believe Universal Wrestling Federation fused together to become WCW.

Additional questions- Would a possible merger between (for example only) smaller Feds such as Chikara and Ring of Honor to merge into one be a waste of time or a success?

Nah.... I'm just wondering because there could (and most likely will) be different egos involved.

Not always. Right before the territories fully died out, AWA, Jim Crockett Promotions, WCCW, and a handful of other miscellaneous NWA territories combined for Pro Wrestling USA, and while it did result in some awesome supercards between all of the promotions, ultimately the same tensions that tore the independents apart in the early 80's reared their ugly heads between promoters Verne Gagne and Jim Crockett.

Similarly, when the indies started kicking up again in the early 2000's, there was a whole lot of tension between guys like Gabe Sapolsky and Ian Rotten. Although, around the same time, RoH and Combat Zone Wrestling did manage to pull out a really cool promotional feud between their rosters. It wasn't a permanent fix, but for at least a year or so CZW and ROH shared a talent pool.

ROH and Chikara tried (miserably) to do similarly in '12, and as of now, the only remaining remnant of that feud is The Young Bucks, whom represent ROH in Chikara, feuding for the Campeones De Parejas titles. The funny thing with that though, is the fact that I think Chikara's booked the Young Bucks more than ROH has. So yeah, that feud kinda fizzled.

Speaking of Chikara, they've got their "Wrestling Is" territories piling up lately, and it's pretty interesting to see the young faces coming up to Chikara's main roster from the promotions scattered through the US.

I don't think the umbrella that Chikara's creating will gain it any more notoriety, although the Wrestling Is promotions do have that edge by being a part of it. So yeah, unless you're doing it like Chikara, i.e., essentially just building up developmental territories, there's no point in merging with other companies. Ego and paranoia always get the best of people.

Not always, but it's a common attempt of a fix for struggling businesses. This happens a lot in minor league baseball, minor league hockey, even the LBA and WNBA merged to become one, as did the Ha! and the Comedy Channel to become Comedy Central. It's common, and works at times, fails other times.
