Because he hates life on the road full time, just wants money, and Vince wants to save him as a guy who will draw.

If you read Brock Lesnar's Book then you know that Brock Lesnar hates being away from his Family to do 200+ Shows in 200+ Cities a Year. Not only does it take him away from his Wife and Children for months at a time, it also destroys his Workout Regimin and Training. Brock Lesnar and WWE agree on this schedule of Limited Appearance on WWE Television, No House Shows and a handful of Pay Per Views. This Schedule has worked to the satisfaction of both parties and Brock Lesnar signed a 2-Year Contract Extension several weeks ago that will keep him under Contract to The WWE past Wrestlemania 31.

Because he doesn't want to be a full time wrestler. Brock doesn't see pro-wrestling as lifestyle he sees it more of a job, and there's nothing wrong with that. Goldberg was the same way. Lensar sees this as an opportunity to make money. He's also in the fortuitous position that he really doesn't need the money, so that put him in a position to demand a limited schedule for a comparatively large amount of money. Basically if he hadn't been offered these large contracts, it wouldn't have mattered to him that much financially as Brock made a ton of money in UFC and is pretty much set for life. So he can name his price, which he did, twice
