Jushin "Thunder" Liger. Not only is he probably history's greatest high-flyer (he invented more flying moves than anybody in history and is the most influential on the high-flyers who came later), he is an excellent mat wrestler. Liger, more than any other cruiserweight/high-flyer, put that division on the map in Japan and it spread around the world. Liger wasn't the first cruiserweight high-flyer to get noticed; Tiger Mask and Dynamite Kid were; but Liger was the most popular and influential worldwide.

Liger also created the Super J Cup in Japan, a Mecca for the world's best cruiserweights.

The fact that sets apart Rey Mysterio from every other cruiser-weight was that he stayed on the Main Event level in the biggest company in the world. Thats why I choose him as the best cruiser-weight. I don't know what someone in the Indie circuit has done, nor should I care. To put it simply the WWE is the top cheese of the wrestling industry. The WWE is the NHL, where as places like TNA or where that Justin Liger guy or whatever his name is are the Swedish Elite Leagues. The best in the World are in the WWE. Like it or not. Half of the talented wrestlers you see around the world couldn't cut in the WWE and would just fade away into the shadows. Someone like Cody Rhodes would be a World Champion anywhere else other then the WWE, yet here he is a mid carder. That's what separates Rey Mysterio from everyone else. He's stayed at a Main Event level for the better part of a decade now which is really hard to do in today's WWE.

Its like comparing Chris Paul in the NBA, to Ricky Rubio in the Spanish Elite Leagues. Sure Rubio was good over there, but thats not the big show is it. Thats just some side league where the best in the world aren't at. Yeah I get it that a lot of the best wrestlers aren't in the WWE, but it takes more then wrestling to make it on the big stage. Aj Styles who many will tell you could possibly be the best wrestler in the world (thats what I say at least) couldn't cut it in developmental system of the WWE. So he went to TNA. Davey Richards who is extremely talented couldn't cut in the WWE as well.
