Bruno Sammartino or Bob Backlund.

Superstar Billy Graham, actually.

Bruno was winding down his in-ring career so he really wasn't "important" to the WWF storylines anymore. And Backlund had worn out his welcome. He was too much the unrealistic "goody two-shoes" and the fans didn't care for him, booing him more than cheering him.

Superstar Billy was very different. A smooth-talking "cool" villain with boatloads of charisma. He came in and the fans loved him, even though he was a heel.

Between the two of them Bruno was the bigger draw, but during that time Superstar Billy was the WWF's biggest draw.
