If he can't cash it in for the World Title?

Dolph Ziggler has probably been screwed so many times trying to cash it in, he thinks he was in a porn flick!

I don't know but your comment about Dolph Ziggler getting screwed was funny.

The holder is like a wild card, they could have that title match at any time. Ziggler has come down to the ring with the briefcase with a referee while Sheamus and Big Show have had the title. He was never able to get the ref to ring the bell so he kept the briefcase. In the last 2 Ziggler/Big Show tag team matches vs. Sheamus and Cena, I think Show or Ziggler should have tried injuring the other. Show did step off the apron and adjust his boot and avoid Ziggler's tag, but he got right up and finished the match as if he was Ziggler's partner. It doesn't matter if he cashes in on the next Raw, Wrestlemania, or at the next Money in the Bank PPV, WWE either wants him to be champ or they want him to be the second person to not win the title.
Cena used his quick and announced on Raw that he would use his shot on the next weeks Raw against Punk. I don't think it would be as good if 2 guys were running around with the MITB briefcases for almost a year.
