I think they will announce the winner can cash in on either, and Ziggler retains. I feel that he will cash in on The Rock at the Rumble. If he doesn't I think he wins Rumble. Cena is just Zigglers stepping stone. It was suppose to Jericho, but he'd rather tour. Orton was the next choice, but he can't pass a drug test.

Dolph Zigglers brief case can only be cashed in on the Smackdown World Heavy Weight Championship. That's why there was 2 Money in the Bank matches at the Money in the Bank PPV in July. One for Raw which can only be cashed in on a future WWE Championship match. And one for Smackdown which can only be cashed in on a future World Championship match. The future match may not determine the briefcase holders chance of a major title, because if you look at the only person ever to lose a Cash in which was John Cena then it is possible for other superstars to screw up too. Another person which WWE fail to mention for reasons obvious is former WWE Superstar Mr. Kennedy, or now formerly known as Mr. Anderson in TNA, he also failed to cash in as he lost in a Briefcase match against WWE Hall of Famer Edge.
