The Neutralizer is more difficult - if it is botched the risk is dropping the opponent right on his head and possibly breaking his neck. All it would take for that to happen would be for Ceasreo to loose balance. It takes more skill and control to pull off the Neutralizer.

The neutraliser,if it is not executed properly,it can cause serious neck damage to the opponent.For e.g.,if the balance unstables,it could be fatal for the opponent on which it is executed.It was also a serious manouver in Guerilla Wrestling.

I don't know why they gave Ryback a move like his finisher, it looks likes it's a bit difficult to do and it's easy to botch.
