Was it WWEs or HBKs decision to go out and put over Taker two times in a row at Wrestlemania?

I mean not put Taker over, but lay down to Taker. Was it out of respect HBK had for Taker? are did Vince want it? Just wondering

It was Shawn Michaels's decision. to retire. This is unlike when Flair retired. Flair never wanted to retire. That was all Vince's idea.
