If Ziggler got disqualified then surely that means Kofi wins?

Yes but one fall was a disqualification, and titles can't change hands on a disqualification

It was by disqualification. It had to be PINFALLS, not disqualifications. Therefore, Dolph Ziggler is still U.S. Champion.

that's what I'm saying, if Ziggler got disqualified in the beginning of the match, Kofi would of got 1 fall and the match would continue

Yes but the rules remain that if a champion get himself disqualified, than he loses the match by disqualification to the challenger, but yet he doesn't lose his Championship. It's a terrible rules but that's just the way it is.
