Hercules Hernandez had an awesome "look", resembling very much what most people think the Greek demi-god Hercules looked like. Seeing him in the ring swinging that chain was awe-inspiring.

But.

He didn't have much "personality" and charisma, and couldn't promo very well. Hogan, on the other hand, had "personality" and charisma by the truckload, and he could promo as well as anybody ever has. While it's possible a little of The Hulkster could have rubbed off on Hercules, Hogan wasn't known for being...charitable with the spotlight. At best, Hercules would have been Hogan's "little buddy'. Not too dissimilar to Iolaus (from the Hercules TV show) and his relationship to Hercules (Kevin Sorbo). While Iolaus was an engaging little character, Hercules was THE star and the focus was on him.

Hogan occasionally calling upon Hercules Hernandez for a little help in some of his battles would have worked very well, I think. It would have given Hercules "the rub" (from Hogan deeming him "good enough" to help Hulk Hogan) and given Hercules more credibility, instead of the "meat head" he was presented as.

A Survivor Series team of Hogan, Warrior, Hawk, Animal, and Hercules would have been unstoppable!

But being a face would have kept Hernandez down. Hogan was the top face and nobody, not even the amazing Ricky Steamboat, was ever going to get top billing or pushed over Hulk Hogan.

Hercules had the size and strength to be Hogan's main rival, and he had Heenan to do the talking for him. Vince should have pushed Hercules that way. "Battle of the Titans" and all that. They could have gotten a lot of mileage out of it, like they do with Cena vs Orton in this "era". Not wrestling every week, but occasionally crossing paths for another "epic battle".

Hulk Hogan and his "24 inch pythons" looks positively scrawny compared to Jeep Swenson.
